It's neither of the two. It's a graphic effect put on when one of a warlock's Demons (Succubus) 'seduces' a humanoid target. What you have here is my Succubus seduced a Humanoid whilst a mage was 'sheeping' it. Double the Crowd Control and generated a great shot.
