You get the advertised speed if you're within spitting distance of the exchange, further away = higher line attenuation, higher line attenuation = slower sync speed.
If you're talking cable then local contention becomes an even bigger issue.
Some day you'll realise that the majority of the UK can't sustain advertised speeds on high speed connections.
